Wanted FBI fugitive wanted on Criminal Enterprise charges only one with Oklahoma/regional ties

Nearly a decade after a federal arrest warrant was issued, Javier Castillo-Pelajio remains a fugitive and is still actively sought by the FBI for his alleged role in a drug-trafficking organization that operated in Oklahoma and elsewhere.

Castillo-Pelajio, also known by aliases including “El Mono,” Rafael Ramirez Flores, and several variations of Javier Castillo or Javier Pelajio, is charged with drug conspiracy, distribution of methamphetamine, and aiding and abetting the distribution of methamphetamine.

A federal arrest warrant was issued for him on March 8, 2017, in the U.S. District Court for the Western District of Oklahoma after authorities alleged his involvement in a trafficking network active from approximately November 2015 to October 2016.

He is listed among the FBI’s Criminal Enterprise Investigations (CEI) Most Wanted, a category that currently includes only 65 individuals nationwide. Castillo-Pelajio has direct ties to Oklahoma through the underlying case, which is handled by the FBI’s Oklahoma City Field Office.

Heis the only fugitive on the list with direct ties to Oklahoma or Arkansas.

According to the FBI, Castillo-Pelajio was born in Mexico (dates of birth used: September 7, 1984, or June 7, 1984). He is described as a white Hispanic male, approximately 5 feet 8 inches tall and 220 pounds, with black hair and brown eyes.

He has previously lived in Phoenix, Arizona, and has ties to Porterville, California. A photograph of him from around 2013 is featured on his wanted poster.
