Russellville Police Department arrests twenty-two out-of-compliance sex offenders in county-wide sweep

Local law enforcement conducted a large-scale roundup on Wednesday, April 22, 2026, resulting in the arrest of numerous individuals for failing to comply with Arkansas sex offender registration requirements.


According to booking records from the Pope County Detention Center, the following suspects were arrested on charges of Registered Sex Offender Failure to Report.


  • HERRERA, Leonardo Alfredo, 21, of Russellville (Russellville Police Department)

  • FRANK, Jeremy Thomas, 36 (Russellville Police Department)

  • BROWN, Cecil Gene, 26 (Pope County Sheriff’s Department)

  • GARNER, Dustin Keith, 42 (Russellville Police Department) – also charged with possession of drug paraphernalia

  • COOPER, Mathew Carlin, 26 (Russellville Police Department)

  • FARROW, Gregory Lamont, 51 (Russellville Police Department)

  • STAGGS, Adam Clayton, 46 (Russellville Police Department)

  • HESTER, Tom Wayne, 70 (Russellville Police Department)

  • REYES, Juan Benavides, 53 (Russellville Police Department)

  • GARRETSON, Jay Lynn, 64 (Russellville Police Department)

  • STERLIN, Matthew Nathaniel, 25 (Russellville Police Department)

  • PARRISH, Ajay Lamaris, 39 (Russellville Police Department)

  • HUTCHERSON, Derrick Lee, 55 (Russellville Police Department)

  • STEELE, Brandon Michael, 35 (Russellville Police Department)

  • STANDRIDGE, David Owen, 56 (Russellville Police Department)

  • MCCASLIN, Jimmy Allen, 67 (Russellville Police Department)

  • TACKETT, Ethan Sean, 25 (Russellville Police Department) – also charged with parole violation

  • EVINS, Phillip Dean, 42 (Russellville Police Department)

  • NIETO, Michael Anthony, 54 (Russellville Police Department)

  • MOREHEAD, Jordan Renea, 32 (Russellville Police Department) – female

  • KING, Jacob Alan, 28 (Russellville Police Department)

  • THOMAS, Ervin Joseph Jr., 65 (Russellville Police Department)


Most arrests were made by the Russellville Police Department, with several handled by the Pope County Sheriff’s Department.In Arkansas, failure to register as a sex offender or to comply with ongoing reporting obligations is a Class C felony, punishable by 3 to 10 years in prison and fines.


This operation reflects continued efforts by local law enforcement to enforce the Arkansas Sex Offender Registry and maintain public safety in the Russellville and Pope County area.
