A 40-year-old man who was sentenced to two ten-year concurrent sentences in Oklahoma in 2018 (and supposedly was in jail) was somehow arrested Sunday morning in Pope County on similar charges to what has gotten him arrested numerous times in the past thirteen years.

Convicted sex offender Quentin Ward Howard, who is listed on the Oklahoma State Sex Offender Registry by name only and has had arrests in Arkansas and Oklahoma for Rape (twice) Rape in the Second Degree, Indecent Exposure (twice) Failure to Register as a Sex offender (four times), Sexual Battery of a Person Over the Age of 16 He was given the two ten year concurrent sentences in Tulsa County in November of 2018 for being a Felon in Possession, yet here he is arrested in Russellville on a multitude of similar charges less than three years after his Oklahoma imprisonment.

On the Oklahoma Department of Corrections website, Howard has twelve different mugshots listed dating back to 2008. In fact, his latest ODOC listings says he is still in the Tulsa County Detention Center. The initial crime that put him on the Sex Offender Registry, which he apparently he just ignores, was the 2018 conviction in Tulsa County for Sexual Battery of a Person Over the Age of 16.

Howard was arrested on "new charges" (according to information from the Pope County Detention Center9) early Sunday morning by the Russellville Police Department and charged with Sexual Assault in the Second Degree, False Imprisonment, Breaking or Entering, Refusal to Submit to Arrest, Interference with Emergency Communication and Possession of Drug Paraphernalia. He was booked into the PCDC at 2:42 am Sunday morning.

How he committed those crimes in Pope County< Arkansas while serving a ten year sentence in Oklahoma and being incarcerated in Tulsa County at the same time is an obvious statement about the justice system in both states.

Bail was set at $20,000 cash Monday morning in Pope County Circuit Court.
