A 29-year-old man identified as Gabriel Harp remains in custody at the Washington County Detention Center in Fayetteville after an officer-involved shooting in eastern Oklahoma.

Public booking records list him being processed into the facility on Thursday, August 20, 2026, and held for another department with no bond amount recorded. Officials have confirmed he is a tribal citizen, a status that appears to have drawn federal involvement and contributed to his transfer across state lines.

The incident unfolded in the early hours of Sunday, August 16, near the intersection of 240th Avenue and Arnold Drive in Panama just west of Panama Elementary and close to the school district’s baseball fields. LeFlore County sheriff’s deputies had stopped an adult male driver and begun a field sobriety test around 2:10 a.m.

According to the Oklahoma State Bureau of Investigation, the man suddenly ran back to his vehicle, retrieved a firearm from inside, and discharged it. A deputy returned fire. Harp was treated at the scene and transported to a local hospital, where he was reported in stable condition. No other injuries occurred.

The Federal Bureau of Investigation requested that the OSBI take the lead on the investigation. Once the state agency completes its work, the findings will be forwarded to the United States Attorney’s Office for the Eastern District of Oklahoma for review.

Because the events took place within the historic boundaries of the Choctaw Nation reservation, federal jurisdiction under existing Supreme Court precedent applies to major crimes involving tribal members in that portion of the state. That legal framework helps explain both the FBI’s early role and the subsequent decision to house Harp in an Arkansas facility while the case proceeds.

Available public records, including the Washington County detainee roster, show Harp listed with zero prior bookings at that facility. Broader searches of court and news databases turn up no documented criminal convictions or prior arrests under the name Gabriel Harp matching his age and connection to the LeFlore County incident.
