Locust Grove man with extensive criminal history arrested in Mayes County on multiple felony charges

On Tuesday 23-year-old Levi Allen Milligan of Locust Grove was arrested in Mayes Countyfacing a slew of charges, including multiple felonies, following a high-risk encounter with law enforcement.


The arrest, detailed in booking records from the Mayes County Sheriff's Office, highlights Milligan’s extensive criminal history, which includes numerous felony convictions and charges across Oklahoma.


According to the Mayes County Sheriff’s Office, Milligan was booked at 11:15 a.m. on charges including receiving, possessing, or concealing a stolen vehicle, endangering others while eluding a police officer, transporting a loaded firearm in a motor vehicle, possession of drug paraphernalia, domestic assault and battery, leaving the scene of an accident involving damage, unauthorized use of a vehicle, possession of a controlled dangerous substance, obstructing an officer, driving with a canceled, suspended, or revoked license, resisting an executive officer, unlawful carry of firearms, possession of a firearm by a convicted felon, threatening to perform an act of violence, assault and battery, and trafficking in fentanyl (1 gram or more).


These charges reflect a pattern of dangerous and illegal behavior, with several counts related to drug possession and firearms violations, which are particularly severe given Milligan’s prior felony convictions.


Authorities reported that the arrest stemmed from an incident where Milligan allegedly attempted to evade law enforcement, putting others at risk. The inclusion of charges like trafficking in fentanyl and possession of a firearm by a convicted felon underscores the gravity of the allegations, with investigations ongoing to determine the full scope of the incident.


Milligan’s criminal record, primarily in Oklahoma, reveals a consistent history of serious offenses, with multiple felony convictions and substantial fines. Court records document the following notable cases:

  • 2021 (Case CF-2021-00056, Oklahoma): Convicted of assault and battery, resulting in fines of $155,775. This case highlights Milligan’s history of violent behavior.

  • 2020 (Case CF-2020-00167, Oklahoma): Convicted of possession of a stolen vehicle, with fines totaling $72,525.

  • 2020 (Case CF-2020-852, Tulsa County, Oklahoma): Charged with unauthorized use of a vehicle, with an offense date of January 24, 2020.

  • 2019 (Case CF-2019-00305, Oklahoma): Convicted of bringing contraband (weapons, explosives, or drugs) into a jail or penal institution, with fines of $137,475. This felony conviction prohibits Milligan from legally possessing firearms.

  • 2019 (Case CF-2019-00302, Oklahoma): Two counts of unauthorized use of a motor vehicle, resulting in fines of $57,366.


Milligan has also faced misdemeanor charges, including carrying weapons, failure to wear a seatbelt, and operating a motor vehicle without a valid driver’s license, with fines in some cases reaching $35,150 (Case CM-2020-00365) and $29,400 (Case TR-2019-03398). These offenses, spanning 2019 to 2021, demonstrate a disregard for legal and public safety standards. Total fines from these cases exceed $400,000, reflecting the extent of his legal troubles.


His prior felony convictions, particularly those involving contraband and stolen vehicles, amplify the severity of his current charges, as they legally bar him from possessing firearms under Oklahoma and federal law.



Sheriff Mike Reed of the Mayes County Sheriff’s Office emphasized the importance of addressing repeat offenders like Milligan, whose actions pose significant risks to the community. “This arrest reflects our commitment to public safety and holding individuals accountable, especially those with a history of serious crimes,” Reed stated.


The charge of fentanyl trafficking is particularly concerning given the opioid crisis gripping Oklahoma.


Milligan is currently detained at the Mayes County Detention Center, with no court date or bond information immediately available. The case has been forwarded to the Mayes County District Attorney’s Office for prosecution.


Given Milligan’s felony record, prosecutors are expected to seek enhanced penalties, particularly for the firearms-related charges.
