Level 3 Sex offender who failed to register in Pope County now behind bars


A 49-year-old Pottsville Level 3 sex offender was arrested by the Pottsville Police department on Saturday and charged with Failing to register as a Sex Offender and one county of Obstructing Governmental Operations, according to booking information from the Pope County Detention Center.


Jose Reyna Castaneda, who is listed on the Arkansas Crime Information Sex Offender Registry with an address in the 6800 block of Highway 70 South in Waldron, is required to follow the Sex Offender regulations because of a conviction for an Attempted Rape.


Details of the original crime show that Castaneda accepted a plea deal in November of 1999 on the Attempted Rape charge in Garland County and was also with a Felony Failure to Appear at the same time. He was sentenced to ten years in prison, but was obviously out of jail by March 15, 2003 when he received a traffic citation for no drivers license in Garland County.


That misdemeanor citation was one of a dozen and a half Castaneda has received since for no driver's license, no liability insurance, no tags or registration, fleeing, criminal trespass and battery.


He remains jailed pending a bond hearing this week when they will just let him out to keep doing what he does,.
