Level 3 homeless sex offender arrested in Fort Smith for failing to meet registration requirements

Authorities with the Sebastian County Sheriff's Office arrested Ted Lee Westbrook, 32, on Wednesday for failing to comply with the reporting requirements of the Sex and Child Offender Registration Act.
Westbrook, a Level 3 (High Risk) registered sex offender, was taken into custody by the Sebastian County Sheriff’s Office and is being held at the Sebastian County Adult Detention Center.
Westbrook listed his address as 123 N 6th in Fort Smith,the time of his bookingwhich is the location of the Next Step Homeless Shelter and Day Room. He is also associated with a previous address at 1002 Locust St. in Texarkana.
He was convicted of Second-Degree Sexual Assault, which led to his classification as a high-risk offender on the Arkansas Crime Information Center (ACIC) Sex Offender Registry.
The arrest stems from his failure to update mandatory registration details, such as his address or employment status, with local authorities, an offense dated February 14, 2025.
Westbrook’s booking details indicate he was processed on April 30, 2025, at 8:51 PM, with a bond set at $10,000. He is classified as a medium pre-sentence prisoner and is scheduled to appear in Fort Smith Circuit Court on May 7, 2025, at 9:00 AM.
As of Midnight on Thursday, Westbrook remained in the custody of the Sebastian County Detention Center,
