FSPD issues notification on Level 4 sex offender status



The Fort Smith :Police Department released information Thursday on a Level 4 compliant sex offender who has registered a change of address and lives within the city limits of Fort Smith.


According to a press release, Howard Gene Mills, 58, wh0ose last registered address with the agency was in the 300 block of South E Street, is now homeless. Mills was convicted on a 2003 Second Degree Sexual Assault charge that involved forced sexual contact with a sixteen year-old girl.

As a Level 4 offender, Mills is categorized as a highly dangerous offender. Risk Level 4 offenders must re-register every three months. They are not allowed to be within 2000 feet of a school, licensed day care, public park, church or youth center.


He was also convicted of Residential Burglary during the same trial in 2004 and received an 84-month imposed prison sentence on the sex crime and the burglary with another 156 months suspended on both charges.


As far back as 1997, Mills had burglary and firearms violation convictions in Sebastian and Crawford counties. . After his release from prison for the 2003 sexual assault he also added a DWI and two violations of his reporting requirements as a sex offender, thje last coming in 2011.


Mills is not currently wanted for any crime.
