Fort Smith Police arrest local man on three counts of matter depicting sexually explicit conduct involving a minor

Police in Fort Smith arrested 23-year-old Luis Angel Madrigal-Banegas on multiple felony charges related to the distribution, possession, or viewing of material depicting sexually explicit conduct involving a minor.
The booking following the arrest by the FSPD took place on Thursday at approximately 9:42 AM, with Madrigal-Banegas now being held at the Sebastian County Adult Detention Center.
According to booking records, Madrigal-Banegas faces three counts of distributing, possessing, or viewing matter depicting sexually explicit conduct involving a minor, each classified as a first offense and a Class C felony under Arkansas law.
.Each charge carries a bond of $100,000, totaling $300,000, and Madrigal-Banegas remains in custody pending a court appearance scheduled for May 8, 2025, at 1:30 PM in Fort Smith State Court.
Madrigal-Banegas, a Hispanic male, resides in the 6700 block of South 6th St, Fort Smith.
Potential penalties under Arkansas Code § 5-27-602 include up to seven years in prison and fines for each count, given the Class C felony classification for first offenses.
This arrest comes amid heightened efforts by Arkansas law enforcement to crack down on child exploitation.
Attorney General Tim Griffin has emphasized a zero-tolerance stance, stating in a recent case, “Fighting the exploitation of our most vulnerable remains a priority for my office and requires a team effort to bring these perpetrators to justice.”
Madrigal-Banegas is currently housed in a Special Housing Unit at the detention center,
