Fort Smith habitual offender rings up his 19th arrest since 2020 on Friday for battery and paraphernalia charges

Andre Quintel Brooks, a 40-year-old Fort Smith resident, was arrested Friday by the Fort Smith Police Department, marking his 19th arrest since 2020.

Brooks, residing at 123 N 6th St, faces charges of Battery in the Third Degree and Possession of Drug Paraphernalia, both misdemeanors, following an incident reported at 4:46 PM. He is currently held at the Sebastian County Adult Detention Center with a total bond set at $2,000.

This latest arrest adds to Brooks’ extensive booking history, which spans multiple years and includes charges ranging from contempt of court to aggravated assault. In 2024 alone, Brooks was booked seven times, with offenses including Failure to Appear, Disorderly Conduct, and Aggravated Assault, often resulting in time served or signature bonds.

His most recent prior arrest on November 9, 2024, involved a contempt charge for failure to pay fines, leading to a brief detention until November 14, 2024.

Brooks’ 19 arrests highlight ongoing issues with compliance and fines, as well as more serious allegations of violence and drug-related offenses. He is scheduled to appear in Fort Smith City Court on May 13, 2025, at 9:00 AM to address the current charges.

Authorities have not released further details about the May 9 incident.
