On Tuesday, Fort Smith Animal Services Officers received a call to check the welfare of two dogs at a location in the 3000 block of S 66th Street.

A video sent to the FSPD depicted a man later identified as 28-year-old Shane Tyler Mullen slamming and violently assaulting a six-month-old puppy. The video was reportedly taken on Dec. 30, 2020.

On Thursday the FSPD Criminal Investigations Division placed Mullen under arrest.

The dogs have been removed from his home and are now in the care of Fort Smith Animal Services Officers.

Mullen is being held at the Sebastian County Adult Detention Center on one charge of Cruelty to Animals - First Offense. His bond was set at $2500.
