A warrant was issued on March 6 of this year for Santiago Vladimir Mooroquin Monterrosa based on an affidavit for warrant filed on that date by detective Sandy Glover of the Fort Smith Police Department.

According to that affidavit, Monterrosa touched and inserted his finger into the vagina of a seven-year-old female relative on at least two occasions. The first occasion was while the girl was in kindergarten and the second occurred at a later date.

The child told her mother during a bathtub session on January 30 of this year that her privates hurt because Monterrosa had been touching her.

A sexual assault examination was performed on the child and the examiner noted redness on the child's vagina.

The child also reiterated that the attacks occurred after her mother had gone to work and that Monterrosa told her to be quiet and not to tell anyone that he had touched her. The child also made a victim statement saying that she told Monterrosa to stop each time he had contact with her.
