Nehemiah Billie J'Len Garcia, a 21-year-old fugitive wanted for the alleged rape of an 8-year-old at a YMCA in Wilmington, Delaware, was apprehended this morning in North Philadelphia.

Garcia was placed on a most-wanted FBI website featuring Crimes Against Children in July of last year. He has been posted as a featured wanted suspect on Today in Fort Smith four times since he was listed.

The arrest was executed by a joint effort involving the FBI's Baltimore and Philadelphia offices, the New Castle County Police Department, and the Philadelphia Police Department.

Garcia had been on the run since June 2024, when he allegedly committed the heinous crime at the YMCA Hanby Outdoor Center.

He was charged with two counts of first-degree rape, two counts of committing a dangerous crime against a minor under the age of 14, and later with unlawful flight to avoid prosecution after a federal arrest warrant was issued.

The FBI had offered a reward of up to $5,000 for information leading to Garcia's arrest, highlighting the urgency and severity of the case.

Garcia, who has known ties to both Philadelphia and Cape Coral, Florida, was finally located and detained in North Philadelphia, bringing a sense of relief to the community and law enforcement agencies involved in the extensive manhunt.

The arrest has been confirmed through social media posts on X, where updates from law enforcement agencies and local news reports circulated, indicating the cooperative effort that led to Garcia's capture.

The details surrounding the exact circumstances of Garcia's arrest remain under tight wraps, with law enforcement officials likely to release more information as the legal process moves forward.

This case has drawn significant attention due to the nature of the crime and the age of the victim, sparking discussions on public safety, child protection, and the effectiveness of inter-agency law enforcement cooperation.

Garcia is now in custody, and further details on his legal proceedings will be forthcoming.
